The reason WWE is having both Raw and Smackdown to be held in Phoenix back-to-back on July 3 and 4 is because the company knew that the Tuesday show would be a tough draw (4th of July). That is why the WWE held a two-for-one special where the fans that bought a ticket to Raw were also given a ticket to Smackdown for free.
